The Hanford Site Asbestos Abatement Plan (Plan) lists priorities for asbestos abatement activities to be conducted in Hanford Site facilities. The Plan is based on asbestos assessment information gathered in fiscal year 1989 that evaluated all Hanford Site facilities for the presence and condition of asbestos. Of those facilities evaluated, 414 contain asbestos-containing materials and are classified according to the potential risk of asbestos exposure to building personnel. The Plan requires that asbestos condition update reports be prepared for all affected facilities. The reporting is completed by the asbestos coordinator for each of the 414 affected facilities and transmitted tomore the Plan manager annually. The Plan manager uses this information to reprioritize future project lists. Currently, five facilities are determined to be Class Al, indicating a high potential for asbestos exposure. Class Al and B1 facilities are the highest priority for asbestos abatement. Abatement of the Class A1 and Bl facilities is scheduled through fiscal year 1997. Removal of asbestos in B1 facilities will reduce the risk for further Class ``A`` conditions to arise. less

Noise from aircraft in the airport vicinity is one of the leading aviation-induced environmental issues. The FAA developed the Integrated Noise Model (INM) and its replacement Aviation Environmental Design Tool (AEDT) software to assess noise impact resulting from all aviation activities. However, a software tool is needed that is simple to use for terminal route modification, quick and reasonably accurate for preliminary noise impact evaluation and flexible to be used for iterative design of optimal noise-abatement terminal routes. In this paper, we extend our previous work on developing a noise-abatement terminal approach route design tool, named AIRNOISE, to satisfy this criterion. First, software efficiency has been significantly increased by over tenfold using the C programming language instead of MATLAB. Moreover, a state-of-the-art high performance GPU-accelerated computing module is implemented that was tested to be hundreds time faster than the C implementation. Secondly, a Graphical User Interface (GUI) was developed allowing users to import current terminal approach routes and modify the routes interactively to design new terminal approach routes. The corresponding noise impacts are then calculated and displayed in the GUI in seconds. Finally, AIRNOISE was applied to Baltimore-Washington International Airport terminal approach route to demonstrate its usage.

NASA initiated the Year 2000 (Y2K) program in August 1996 to address the challenges imposed on Agency software, hardware, and firmware systems by the new millennium. The Agency program is centrally managed by the NASA Chief Information Officer, with decentralized execution of program requirements at each of the nine NASA Centers, Headquarters and the Jet Propulsion Laboratory. The purpose of this Program Plan is to establish Program objectives and performance goals; identify Program requirements; describe the management structure; and detail Program resources, schedules, and controls. Project plans are established for each NASA Center, Headquarters, and the Jet Propulsion Laboratory.
The National Mapping Division (NMD) has developed this comprehensive strategic plan to chart the course of the National Civil Applications Program (NCAP) over the next 5 years. The integration of human resources management (HRM) strategies with long-term program-planning strategies in hospital pharmacy departments is described. HRM is a behaviorally based, comprehensive strategy for the effective management and use of people that seeks to achieve coordination and integration with overall planning strategies and other managerial functions. It encompasses forecasting of staffing requirements; determining work-related factors that are strong "motivators" and thus contribute to employee productivity and job satisfaction; conducting a departmental personnel and skills inventory; employee career planning and development, including training and education programs; strategies for promotion and succession, including routes of advancement that provide alternatives to the managerial route; and recruitment and selection of new personnel to meet changing departmental needs. Increased competitiveness among hospitals and a shortage of pharmacists make it imperative that hospital pharmacy managers create strategies to attract, develop, and retain the right individuals to enable the department--and the hospital as a whole--to grow and change in response to the changing health-care environment in the United States. Pharmacy managers would be greatly aided in this mission by the establishment of a well-defined, national strategic plan for pharmacy programs and services that includes an analysis of what education and training are necessary for their successful accomplishment. Creation of links between overall program objectives and people-planning strategies will aid hospital pharmacy departments in maximizing the long-term effectiveness of their practice.
Repository-Based Software Engineering Program (RBSE) is a National Aeronautics and Space Administration (NASA) sponsored program dedicated to introducing and supporting common, effective approaches to software engineering practices. The process of conceiving, designing, building, and maintaining software systems by using existing software assets that are stored in a specialized operational reuse library or repository, accessible to system designers, is the foundation of the program. In addition to operating a software repository, RBSE promotes (1) software engineering technology transfer, (2) academic and instructional support of reuse programs, (3) the use of common software engineering standards and practices, (4) software reuse technology research, and (5) interoperability between reuse libraries. This Program Management Plan (PMP) is intended to communicate program goals and objectives, describe major work areas, and define a management report and control process. This process will assist the Program Manager, University of Houston at Clear Lake (UHCL) in tracking work progress and describing major program activities to NASA management. The goal of this PMP is to make managing the RBSE program a relatively easy process that improves the work of all team members. The PMP describes work areas addressed and work efforts being accomplished by the program; however, it is not intended as a complete description of the program. Its focus is on providing management tools and management processes for monitoring, evaluating, and administering the program; and it includes schedules for charting milestones and deliveries of program products. The PMP was developed by soliciting and obtaining guidance from appropriate program participants, analyzing program management guidance, and reviewing related program management documents.
State tobacco prevention and control programs (TCPs) require a fully functioning infrastructure to respond effectively to the Surgeon General's call for accelerating the national reduction in tobacco use. The literature describes common elements of infrastructure; however, a lack of valid and reliable measures has made it difficult for program planners to monitor relevant infrastructure indicators and address observed deficiencies, or for evaluators to determine the association among infrastructure, program efforts, and program outcomes. The Component Model of Infrastructure (CMI) is a comprehensive, evidence-based framework that facilitates TCP program planning efforts to develop and maintain their infrastructure. Measures of CMI components were needed to evaluate the model's utility and predictive capability for assessing infrastructure. This paper describes the development of CMI measures and results of a pilot test with nine state TCP managers. Pilot test findings indicate that the tool has good face validity and is clear and easy to follow. The CMI tool yields data that can enhance public health efforts in a funding-constrained environment and provides insight into program sustainability.
